In a sun-soaked seaside town on the Italian Riviera, a young sea monster named Luca (voiced by Jacob Tremblay) yearns to explore the surface world. Against his parents’ warnings, he befriends the adventurous Alberto (Jack Dylan Grazer), another sea monster who has been living above the water in disguise. When they discover that they can appear human on land, the two boys venture into the town of Portorosso and dream of winning a Vespa to travel the world.

As they bond with a spirited local girl named Giulia (Emma Berman), their secret identities are threatened by the town’s fear of sea monsters. The story celebrates friendship, self-discovery, and acceptance, wrapped in a whimsical tale of summertime freedom and emotional growth.
